Questions

Is Winter Break or Spring Break treated as holidays or a no-school days for purposes of the parenting plan?

It depends. When you work out your plan for no school days, you should consider the longer scheduled times off. Winter Break, for example, may have characteristics similar to a no school day and holidays.  And they may overlap with Christmas and New Year holidays falling during Winter Break. You should either add information about the longer school breaks into your holiday parenting plan or contemplate how they will be addressed as they come up in a manner that is balanced between the parties.
