What legal steps can we take if one parent makes unilateral decisions without consulting the other?

This can be very frustrating. You should document the instances of unilateral decision-making and communicate your concerns to the other parent. If the behavior continues, seek legal advice to address the issue, potentially requesting court intervention to enforce the terms of the parenting plan.  Sometimes unilateral decision-making is in an effort to be more efficient.  If the unilateral decision made by one parent is the same decision the other parent would make, then it may be more about the lack of communication.  This is a much more significant issue if the decisions made are against what the other parent would have done.
