If you believe your co-parent is using drugs or alcohol while caring for the children, document specific incidents and speak with your attorney, if you have one. You should not leave your children in an unsafe environment -- if the children are at risk, you need to seek intervention immediately. You may  request court-ordered drug testing or supervised parenting time or visitation if you believe the children are at risk. Engage profesional support as soon as you realize this is an issue to ensure the children's safety.
